ISLAMABAD: In a move to strengthen industrial infrastructure and streamline electricity distribution, the National Electric Power Regulatory Authority (Nepra) has invited public feedback on a proposed Operations and Maintenance (O\&M) agreement template submitted by Ex-Wapda Distribution Companies (XW-DISCOs). The draft is intended to govern power supply services within Special Economic Zones (SEZs) and Industrial Estates (IEs).
Submitted under directives from the Ministry of Energy (Power Division), the O\&M agreement aims to establish a standardized framework for electricity distribution, enhancing transparency, reliability, and operational efficiency in these industrial hubs.
Nepra has called on all stakeholders — including industry representatives, investors, and the general public — to provide comments within 15 days, as per Regulation 5 of the Nepra (Supply of Electric Power) Regulations, 2015.
The agreement outlines the roles and responsibilities of distribution companies, sets performance benchmarks, defines commercial terms, and includes provisions for dispute resolution, environmental safeguards, and safety protocols.
Officials view the initiative as a strategic step to boost industrialization by ensuring consistent and efficient power supply to economic zones — a key pillar of Pakistan’s export-led growth strategy. It is also expected to improve investor confidence and support long-term development across key industrial sectors.
