OCAC Calls on Oil Industry to Safeguard Fuel Supply Amid Flood Threat

KARACHI: The Oil Companies Advisory Council (OCAC) has urged refineries and oil marketing companies (OMCs) to take precautionary measures to ensure uninterrupted fuel supply and safe operations as Pakistan braces for severe flooding.

In a meeting held on September 1 with industry stakeholders, including refineries and OMCs, the council reviewed the evolving flood situation in Punjab and its likely movement toward Sindh, warning of a potential “super flood.”

To mitigate risks, the OCAC advised member companies to maximise product upliftment from refineries and pipelines, maintain depot and terminal stocks at no less than 80 percent of safe operating levels, and ensure adequate transhipments on wheels. Companies were also directed to keep petrol pump tanks topped up and activate emergency protocols to guard against hazards such as short circuits and water ingress.

The council noted that floods have already damaged agricultural land, which could alter petroleum demand patterns—particularly for high-speed diesel (HSD)—over September and October. Supply planning will be adjusted accordingly.

Refineries assured the council of sufficient product availability, while OMCs pledged full coordination to maintain supply. The OCAC said it would continue monitoring the situation and convene follow-up meetings as needed, urging members to report any disruptions immediately.
