PPL Advances Pakistan–Türkiye Strategic Energy Partnership with Landmark Offshore Agreement

KARACHI, December 4, 2025: Pakistan Petroleum Limited (PPL) has formalized a major step in strengthening Pakistan–Türkiye energy cooperation with the signing of the Assignment Agreement for the Eastern Offshore Indus Block C. The milestone agreement signals a new chapter in bilateral collaboration and offshore hydrocarbon exploration.

The ceremony, held on December 2 in Islamabad, was witnessed by Honourable Prime Minister Muhammad Shehbaz Sharif, Türkiye’s Minister for Energy and Natural Resources Alparslan Bayraktar, Pakistan’s Federal Minister for Petroleum Ali Pervaiz Malik, along with senior government officials and industry leaders. PPL’s MD and CEO Sikandar Memon signed the agreement on behalf of the company.

Under the agreement, PPL has transferred 25% Participating Interest (PI) and operatorship to Turkish Petroleum Overseas Company (TPOC), a subsidiary of Türkiye’s national oil company TPAO. Additionally, Oil and Gas Development Company Limited and MariEnergies have each been allocated 20% PI, while PPL retains a significant 35% stake and a key operational role.

This strategic partnership stems from recent high-level bilateral engagements aimed at expanding cooperation and boosting Foreign Direct Investment in Pakistan’s offshore exploration sector.

The agreement marks a major step toward unlocking Pakistan’s offshore hydrocarbon potential and reinforces the long-term strategic energy alliance between Pakistan and Türkiye.
