Shantou/Bonn, 4 December 2025 (WWEA) – The World Wind Energy Association (WWEA) continues its tradition of recognizing outstanding contributions to global wind energy at the annual World Wind Energy Conferences (WWECs). On the occasion of WWEC2025, the WWEA Board has awarded the 2025 World Wind Energy Award to the Shantou International Wind Energy Innovation Port, along with Mr. Shi Lishan, former Director of Renewable Energy at China’s National Energy Administration, and Mr. Bi Yaxiong, for their exceptional roles in advancing wind power in China and worldwide.

The Shantou International Wind Energy Innovation Port is a landmark project that has redefined China’s wind industry. By clustering manufacturing—from turbine production to component fabrication—under one roof, the project fosters technological innovation, strengthens global market connectivity, and provides scalable best practices for the worldwide wind sector.
Mr. Shi Lishan led the New Energy Division at the National Energy Administration from 2002, playing a pivotal role in drafting China’s “Renewable Energy Law” and implementing policies that spurred large-scale wind energy development. Even after retirement, he continues to contribute actively to renewable energy advancement.
Mr. Bi Yaxiong, with extensive experience in grid companies and wind energy development, has been instrumental in offshore wind projects and grid integration of high-proportion wind energy. Serving as vice president of China Southern Power Grid Company and China Three Gorges Company, his work has helped position China as a global leader in offshore wind.
WWEA President Dr. Irfan Mirza presented the 2025 World Wind Energy Award to the recipients, celebrating their contributions to the wind energy sector.
A decade after the Paris Agreement, wind energy has seen remarkable growth, yet its success remains concentrated in a few countries. Expanding wind technology globally is essential to meet international renewable energy targets. To this end, participants of WWEC2025 agreed on key principles to guide global wind development:

- Expanding manufacturing capacities and creating local value are critical.
- Reducing wind power costs requires international cooperation and work-sharing.
- Resilient and politically neutral international supply chains are necessary.
- Fair, transparent, and sustainable practices must guide global wind trade.
- Establishing a Global Wind Power Cooperation Dialogue will provide a permanent forum for ongoing collaboration within the sector and with policymakers.
These principles reflect the global wind community’s commitment to innovation, sustainability, and inclusive growth, ensuring that wind energy continues to deliver benefits to communities worldwide.
