Chinese investor questions credibility of government policies ~~ EFP

Employers Federation of Pakistan has taken strong exception to the attitude of certain government officials who are bent upon creating roadblocks for foreign direct investors. In a press statement, EFP stated that a Chinese industrialist who has invested in a donkey meat export oriented industry in Gwadar has contacted EFP with a very serious complaint. The CEO of the company, Mr Andy Liao, in his message, wrote that “our company achieved the first-ever export qualification to China — a historic milestone — and remained committed in Gwadar even amid growing regional instability. Yet after being granted an NOC and signing formal protocols, we are now told exports cannot proceed due to a lack of legislation. If no legal framework existed, why were approvals issued? Why were agreements signed? This contradiction reflects a troubling gap between commitment and action.” Moreover, he added that “as a representative of a Chinese-invested enterprise, I am deeply disappointed. Credibility, consistency, and responsibility to the people must come before bureaucracy. Without them, trust and progress cannot stand.”

Employers Federation of Pakistan furthermore added that there are some government officials who have a xenophobic mindset and do not want Pakistan to attract foreign investment. These officials also want to undermine the efforts of the Prime Minister, the Field Marshall, SIFC, and BOI who are assiduously endeavoring to attract formidable foreign investment. It seems these officials are implementing the agenda of certain countries who do not want Chinese-Pakistan economic relations to succeed. These officials have often inserted spanners into the progress of the economy and are the black sheep of bureaucracy and should be identified and expelled from their jobs.

Employers Federation of Pakistan appreciated the steadfast resolve of those Chinese investors who, despite security risks, bureaucratic red tape, and erratic infrastructure, want Pakistan to be an economically progressive country. EFP questioned why when pledges, promises, and policies are offered to foreign investors, then these are not immediately implemented. The non-implementation results in frustration and dejection and making investors question why they came to invest in the first place. EFP calls upon SIFC and BOI to immediately prepare a Code of Conduct for those officials who are mandated to facilitate investors. SIFC and BOI must ensure that the Code of Conduct is sincerely complied with by all concerned persons.
