Audit Body Accuses Power Division of Withholding Key NEP, NE-Plan Documents

ISLAMABAD, June 17, 2025: The Directorate General of Audit (Power) has accused the Power Division of failing to provide essential documents related to the National Electricity Policy (NEP) 2021 and the National Electricity Plan (2023–27), hindering the progress of a special audit.

In a letter addressed to the Secretary Power, Director Audit (Power) Meesam Abbas Khawaja stated that he was assigned the special audit task on June 2, 2025, and had issued three formal requisitions requesting the necessary records. However, no relevant documents or supporting evidence have been submitted to date.

The audit is focused on evaluating the implementation status of both NEP and the NE-Plan. The directorate emphasized the urgency of obtaining a comprehensive financial breakdown of expenditures related to:

  • Meetings and Workshops: Total costs of consultations, planning sessions, and technical workshops held since 2020.
  • Procurement: Detailed expenses for equipment, materials, infrastructure contracts, and development of the web-based Monitoring & Evaluation System (M\&ES).
  • Miscellaneous Costs: Operational and uncategorized expenditures associated with the plans.

The Audit Directorate is conducting this review to ensure transparency, accountability, and alignment of expenditures with the national policy objectives. The Power Division has been urged to provide all records on a priority basis to avoid delays in the audit’s completion.
