Power Division Unveils Draft Auction Process for Electricity Wheeling

ISLAMABAD: The Power Division has finalized a draft framework for conducting electricity wheeling auctions under the Competitive Trading Bilateral Contract Market (CTBCM), with the proposal set to be discussed at a stakeholders’ workshop on September 19, 2025.

Prepared under Clause 3.2 of the Framework Guidelines for Wheeling Auctions 2025, the draft lays out a detailed two-step process—submission of proposals followed by bidding—for eligible participants. The Independent System and Market Operator (ISMO) will publish an annual auction calendar, specifying timelines for requests for proposals (RFPs), eligibility evaluations, grievance redressal, and bid awards.

Participants will be required to submit bid bonds, with provisions allowing ISMO to encash them in cases of withdrawal, violations, or refusal to accept awards. Successful bidders must replace bid bonds with performance guarantees until the transaction start date.

The draft also defines procedures for under- and over-subscription scenarios, including additional bidding rounds where necessary. Final bid evaluation reports will be submitted by ISMO to Nepra for approval, after which charges payable by successful bidders will be notified in the official Gazette.

The Power Division said the auction framework is aimed at ensuring transparency, competition, and fair allocation of wheeling capacity under CTBCM reforms.
