Govt Launches First-Ever E-Balloting for Electric Bikes and Rickshaws Under PAVE Scheme

ISLAMABAD: In a landmark step toward sustainable transport, the government on Wednesday conducted the country’s first electronic balloting for electric two- and three-wheelers under the Pakistan Accelerated Vehicle Electrification (PAVE) Scheme.

The digital draw, inaugurated by Federal Secretary for Industries and Production Saif Anjum, allocated 40,000 electric motorcycles and 1,000 electric rickshaws to successful applicants from across Pakistan, including Gilgit-Baltistan and Azad Jammu & Kashmir. The process was supervised by the Engineering Development Board (EDB), with CEO Khuda Bux and Additional Secretary Asif Saeed Lughmani in attendance.

The Ministry reported receiving 269,161 applications, with results made available through the PAVE Online Portal, where applicants can verify their status via CNIC or application ID. Original equipment manufacturers (OEMs) will oversee vehicle delivery, after-sales service, and warranty support.

Under the scheme, buyers of electric two-wheelers will receive subsidies of Rs50,000 (bank leasing) and Rs80,000 (self-financing). For three-wheelers, subsidies stand at Rs200,000 (bank leasing) and Rs400,000 (self-financing).

Calling the initiative the beginning of Pakistan’s green transport revolution, Anjum said the scheme aligns with the National Electric Vehicle Policy (NEVP 2025–30), which targets 30% of all new vehicle sales to be electric by 2030. Officials project annual savings of $1 billion in fuel imports, a reduction of 4.5 million tons of carbon emissions, and significant cuts in health costs linked to pollution.

The program is also expected to create more than 100,000 green jobs, promote local EV manufacturing, and strengthen Pakistan’s industrial base.

“This is not just about electric vehicles—it is about building a cleaner, healthier, and more self-reliant future for Pakistan,” Anjum said at the ceremony.
