ISLAMABAD: The Oil and Gas Regulatory Authority (OGRA) on Thursday held a public hearing to review and revise Regasified Liquefied Natural Gas (RLNG) prices set over the past decade, following litigation and widespread protests from industrial and CNG consumers over retrospective billing amounting to nearly Rs150 billion.
The hearing, held at the Sui Northern Gas Pipelines Limited (SNGPL) head office, was conducted in compliance with directions from the Lahore High Court, Multan Bench, issued in a writ petition dated October 11, 2025. The court had instructed OGRA to provide all affected consumers and stakeholders a fair opportunity to present their comments, objections, and interventions before any final determination of RLNG sales prices.
In its ruling, the court termed backdated adjustments and retroactive billing “unfair”, directing OGRA to seek comprehensive stakeholder input prior to finalising revised prices.
During the session, participants — including industry representatives and CNG operators — submitted both written and verbal statements, while SNGPL presented its position before the authority. OGRA officials confirmed that RLNG pricing adjustments would be reassessed and actualised from April 2015 onward.
Members of the OGRA team took note of the feedback and announced that similar public hearings will be organised in Karachi, Peshawar, and Quetta to ensure nationwide consultation. The regulator will issue its final decision after incorporating stakeholder comments and reviewing all submissions.
