ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has notified a new set of regulations aimed at enhancing technical discipline, operational safety, and reliability across Pakistan’s power system.
Issued through SRO 936(I)/2026, the “Technical Standards for Grid Connectivity Regulations, 2026” have come into immediate effect under the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997. The rules apply to all grid-connected generation companies, excluding distributed generators.
Structured Grid Connection Process
Under the new framework, power generation companies seeking connection to the national grid must follow a formal approval process through the relevant transmission or distribution licensee. This includes:
- Submission of detailed technical specifications
- A formal undertaking to ensure compliance
- Execution of a binding connection agreement
Focus on System Integrity and Standards
The regulations place strong emphasis on maintaining grid stability and operational security. Generation facilities will be required to ensure that their operations do not compromise the safe and reliable functioning of the power system.
All equipment and infrastructure must comply with established benchmarks under the Grid Code and Distribution Code, ensuring uniform technical standards across the sector.
Generators are also obligated to design and operate plants in a manner that supports safe, reliable, non-discriminatory, and economic dispatch of electricity across the national grid. Compliance with the Connection Code and related technical requirements will be mandatory both at the time of application and throughout the operational lifecycle.
Enhanced Regulatory Oversight
NEPRA has been empowered to issue directions, guidelines, and instructions to both generation companies and grid operators. The authority also retains the right to amend or withdraw such directives as required.
In case of disputes between generators and transmission or distribution companies, matters will be referred directly to NEPRA for resolution, reinforcing its central regulatory role.
Penalties for Non-Compliance
The regulations introduce strict enforcement measures, stating that violations of any provisions, directives, or orders will be subject to penalties under the applicable legal framework.
