Pakistan, Türkiye Sign Three MoUs to Strengthen Energy Sector Cooperation

ISLAMABAD: Pakistan and Türkiye have signed three Memoranda of Understanding (MoUs) aimed at expanding bilateral cooperation in the energy sector, marking a significant step towards enhancing technical collaboration and institutional partnerships between the two countries.

The agreements were signed during high-level energy consultations held in Istanbul on June 25, 2026, reflecting the shared commitment of both nations to promote knowledge exchange, strengthen institutional capacity, and modernize Pakistan’s power sector.

The MoUs were signed between the Independent System and Market Operator (ISMO) and Energy Exchange Istanbul (EPIAS), ISMO and the Turkish Electricity Transmission Corporation (TEIAS), and the Power Planning and Monitoring Company (PPMC) and the Turkish Electricity Distribution Corporation (TEDAS).

The agreements establish formal frameworks for cooperation in key areas, including electricity market development, post-privatisation governance, ancillary services regulations, power system operations, transmission planning, distribution management, digitalisation, capacity building, institutional strengthening, and the exchange of technical expertise.

Federal Minister for Energy (Power Division), Sardar Awais Ahmad Khan Leghari, welcomed the signing of the agreements, describing them as an important milestone in strengthening Pakistan’s energy institutions through collaboration with leading Turkish organisations.

He said Pakistan is keen to benefit from Türkiye’s experience in electricity market reforms, transmission system development, distribution sector modernisation, and the integration of advanced technologies into power sector operations. He also highlighted the importance of learning from Türkiye’s successful post-privatisation governance model and its experience in managing a privatised electricity sector.

The minister noted that closer institutional cooperation would facilitate the transfer of technical knowledge, operational expertise, and international best practices, supporting Pakistan’s ongoing efforts to improve efficiency, enhance service delivery, strengthen governance, and develop a more sustainable and competitive power sector.

The Turkish side reaffirmed its commitment to long-term institutional collaboration and welcomed greater engagement between the two countries. The MoUs are expected to pave the way for joint technical initiatives, expert exchanges, training programmes, study visits, and collaborative projects designed to accelerate the development of Pakistan’s energy sector.

The Government of Pakistan described the agreements as a key outcome of the Pakistan–Türkiye energy dialogue and a tangible reflection of the growing strategic partnership between the two brotherly nations.
