# Pakistan Launches ‘Made in Pakistan’ Clean Energy Manufacturing Drive

**SUZHOU:** Pakistan has launched an **“E-Cluster” model** aimed at building an integrated clean-energy manufacturing ecosystem and positioning the country as a regional hub for clean-energy technology and production, according to China Economic Net.

Qasim Kamal, Group Director of Suzhou IBI Engineering (Belt & Road Economic and Trade Centre), said the initiative would progressively introduce and localise advanced technology, manufacturing expertise, quality standards and supply-chain capabilities across major industrial hubs in Pakistan.

“At the heart of the initiative is the transfer and localisation of Chinese technology and industrial expertise,” Kamal said. “The goal is to build Pakistan’s own production capabilities and develop competitive ‘Made in Pakistan’ products and brands.”

Under a phased localisation strategy, manufacturing will initially follow a **completely knocked down (CKD) assembly model**, enabling production to begin while local technical and manufacturing capabilities are developed. The level of localisation will gradually increase, with key components eventually produced domestically to establish a comprehensive local supply chain.

Kamal said Pakistan was also introducing a **“3+3” cooperation model**, under which Chinese partners would provide technology transfer, research and development support, manufacturing lines and integrated supply-chain expertise, while Pakistani partners would contribute land, regulatory approvals, market development and sales capabilities.

The initiative also includes joint R&D programmes involving Pakistani universities and local industry partners, with the aim of strengthening indigenous research capabilities and developing locally adapted clean-energy technologies.

The programme is further exploring **hydrogen fuel-cell technology**, with the objective of developing commercially competitive solutions as the technology matures.

Conceived in 2022, the initiative entered its implementation phase in 2026 and currently involves four to five partners working across **battery manufacturing, electric vehicles and energy-storage systems**. Large-scale production is expected to commence within the next five to six months.

Pakistan’s rapidly expanding clean-energy market has created growing opportunities for domestic manufacturing. According to Renewables First, the country’s cumulative solar photovoltaic capacity reached **38 GW by FY25**, compared with less than 2 GW three years earlier. Meanwhile, lithium-ion battery energy-storage system (BESS) imports surged **220 per cent year-on-year to 4.6 GWh in 2025**.

Earlier this month, Federal Minister for Power Awais Leghari unveiled a roadmap targeting an increase in the share of clean electricity to **90 per cent by 2035**, from around 55 per cent currently.

“For long, Pakistan’s renewable market has been driven by imports. Through this initiative, we aim to transform Pakistan into a regional clean-energy manufacturing and technology hub, creating local jobs and added value,” Kamal said.

The E-Cluster initiative is therefore expected to support Pakistan’s transition from an import-dependent clean-energy market towards **local manufacturing, technology development and export-oriented production**.
