In a landmark move toward modernization and digital transformation of Pakistan’s power sector, the Ministry of Energy (Power Division) has established the country’s first-ever Data Governance Council in the public sector under the leadership of the Federal Minister for Energy.
The newly formed council includes representation from all major power sector entities and has been developed in consultation with the Pakistan Digital Authority. The initiative aims to integrate data from generation companies (GENCOs), distribution companies (DISCOs), transmission organizations, and regulatory institutions into a unified and coordinated system.
With the establishment of the Data Governance Council, Pakistan is set to develop a modern, integrated, and future-ready power sector data ecosystem. Previously, power sector organizations operated separate data systems and maintained independent statistics, resulting in inconsistencies, weak quality control, inadequate data security, and conflicting reports. These challenges often hindered effective planning and decision-making.
The council has been structured in accordance with the internationally recognized DAMA-DMBOK (Data Management Body of Knowledge) framework. Under its supervision, a centralized data repository will be established to consolidate sector-wide information into a single, authentic, verified, and reliable platform.
The centralized repository will enable policymakers, planners, regulators, investors, and sector stakeholders to make decisions based on the same trusted data source. It will also support more accurate electricity demand forecasting, infrastructure development planning, timely risk identification, and efficient resource utilization.
According to the Power Division spokesperson, the establishment of the Data Governance Council represents a historic step toward greater transparency, improved governance, and enhanced investor confidence. The Government of Pakistan recognizes data as a critical national asset and is committed to strengthening data-driven decision-making across the energy sector.
The initiative will provide international investors with access to verified and reliable sector data, accelerating investment-related decisions and positioning Pakistan as a transparent and dependable destination for long-term foreign investment in the energy sector.
