ISLAMABAD: The Power Planning and Monitoring Company (PPMC), the federal government’s policy, strategic and technical arm in the power sector, has applied to the National Electric Power Regulatory Authority (NEPRA) for registration as a provider of electric power services.

In an application dated October 7, 2026, PPMC Managing Director Abid Latif Lodhi requested registration under Section 25A of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997, read with the relevant registration rules and regulations.

The application follows a federal cabinet decision on September 25, 2026, directing PPMC to apply for registration or a licence within two months. The cabinet also directed the continuation of the existing government-approved PPMC fee structure, subject to NEPRA’s due diligence.

PPMC has stated that its responsibilities, including electricity planning, sectoral performance monitoring, tariff analysis, technical services and implementation of power-sector reforms, fall within the scope of electric power services covered by the applicable regulatory framework.

Established in 1998 as the Pakistan Electric Power Company (PEPCO), the organisation was initially tasked with facilitating power-sector reforms. Its mandate later expanded to include policy support, strategic planning, technical coordination and monitoring the performance of power-sector entities.

Under the National Electricity Policy 2021 and National Electricity Plan 2023–27, PPMC has been assigned a central role in monitoring policy implementation and supporting the government in achieving its power-sector objectives.

Its proposed functions also cover integrated energy planning, subsidy analysis, circular debt management, electricity tariff assessments, research and development, distribution-network standards, electricity access and support for energy-transition initiatives.

According to the application, the company has submitted the required supporting documents, including financial statements, budget details and its three-year strategic plan for FY2026-27 to FY2028-29. It has also submitted a pay order of Rs947.419 million?

NEPRA’s decision on the application remains pending, and registration has not yet been confirmed.
