ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) has approved a positive Fuel Charges Adjustment (FCA) of Rs2.0581 per unit for electricity consumed in July 2026, which will be recovered from consumers of ex-WAPDA distribution companies (XWDISCOs) and K-Electric (KE) through their September 2026 electricity bills.
According to a notification issued by Nepra on Friday, the actual fuel cost component for July 2026 was determined at Rs9.1511 per kWh, compared with the reference fuel charges component of Rs7.0929 per kWh. The difference resulted in a positive FCA of Rs2.0581 per unit.
The adjustment will apply to all consumer categories of XWDISCOs and KE, except lifeline consumers, electric vehicle charging stations (EVCSs) and prepaid consumers who have opted for prepaid tariffs.
Nepra clarified that the positive FCA will also apply to electricity consumed under the Incremental Consumption Package.
The concerned XWDISCOs and KE have been directed to incorporate the July 2026 FCA into bills issued during the September 2026 billing month. The adjustment will appear as a separate item on electricity bills and will be calculated based on the units billed for July 2026.
Where September bills have already been issued before notification of the decision, the adjustment may be recovered from consumers in the following billing month, Nepra said.
The regulator also directed the concerned distribution companies and KE to strictly comply with relevant court orders while implementing the FCA.
Nepra said that, in view of the federal government’s policy guidelines for applying uniform FCAs to KE consumers, the FCA determined for XWDISCOs for July 2026 will also be applicable to K-Electric consumers for the same period.
Rs0.52/unit quarterly tariff adjustment
Separately, Nepra has approved a positive quarterly tariff adjustment (QTA) of Rs0.52 per unit for DISCOs and K-Electric for the second quarter of the current year.
The adjustment will be recovered from consumers during the third quarter, adding another tariff-related charge to electricity bills.
