Shaheen Energy, China’s Anton Oilfield to Explore Rs20bn Gas Investment in Pakistan

ISLAMABAD: Shaheen Energy (Pvt) Ltd (SEPL) and China’s Anton Oilfield Services Group have signed a memorandum of understanding (MoU) to explore investment opportunities worth approximately Rs20 billion in Pakistan’s gas sector over the next three to five years.

According to a statement issued by Shaheen Energy, the proposed investment will focus on opportunities emerging from government policy reforms, particularly the framework allowing third-party gas sales and projects in the upstream gas sector.

Under amendments to the Petroleum (Exploration & Production) Policy 2012, introduced through a statutory regulatory order in 2024, exploration and production (E&P) companies can sell up to 35 per cent of their share of pipeline-specification gas to third-party buyers licensed by the Oil and Gas Regulatory Authority (OGRA), through a competitive process.

The framework marks a significant shift in Pakistan’s gas market, providing eligible producers with greater commercial flexibility and creating opportunities for private investment in gas processing, transportation and supply infrastructure.

Karachi-based Shaheen Energy is engaged in developing and operating low-pressure gas facilities for the processing and utilisation of natural gas and flare gas. Its areas of specialisation include gas processing, cleaning, purification, dehydration and compression to make gas suitable for industrial and commercial consumers.

The proposed collaboration is expected to explore opportunities arising from the evolving regulatory environment and growing scope for private-sector participation in Pakistan’s gas industry.
