# Turkmenistan Outlines Priority Vectors Ahead of 81st UN General Assembly Session

**ASHGABAT:** Turkmenistan is set to advance a broad range of international initiatives focused on peace, preventive diplomacy, sustainable development, climate action, transport connectivity, digital technologies and humanitarian cooperation during the upcoming **81st session of the United Nations General Assembly**.

As a committed member of the international community, Turkmenistan continues to promote initiatives aligned with the principles and objectives of the United Nations. The country’s foreign policy remains firmly rooted in its **permanent neutrality**, constructive dialogue, peaceful cooperation and efforts to strengthen regional and international stability.

At the 81st UN General Assembly session, Turkmenistan plans to present its vision for addressing pressing global challenges and propose practical measures to strengthen international peace, security and sustainable development.

### Advancing Peace and Preventive Diplomacy

A central priority of Turkmenistan’s agenda will be the further development of preventive diplomacy, dialogue and a culture of trust. Building on its previous UN initiatives, including resolutions on peace, trust and neutrality, Turkmenistan plans to hold intergovernmental consultations on developing a **Strategy for Universal Peace** based on peace, security and preventive diplomacy.

The country will also propose declaring **2027–2037 the United Nations Decade of Dialogue and Preventive Diplomacy** and establishing a **UN Group of Friends of Multilateralism and the Sovereign Equality of States**.

Turkmenistan will continue working with the UN and its agencies on the proposed **University of Peace and Neutrality**, while consultations are also expected on establishing an Academic Center for Peace, Neutrality and Preventive Diplomacy under the Department of Peace and Neutrality at the Institute of International Relations of the Ministry of Foreign Affairs.

The country will further support the work of the **UN Regional Centre for Preventive Diplomacy for Central Asia**, headquartered in Ashgabat, and plans to submit a successive draft resolution on the Centre’s role.

### Responsible Use of Artificial Intelligence

Digital transformation and artificial intelligence will form another important component of Turkmenistan’s international agenda.

Turkmenistan plans to initiate the development, under UN auspices, of an **International Code on the Peaceful Use of Artificial Intelligence in International Relations and Diplomacy**.

The country also intends to host an international expert dialogue in Ashgabat focusing on digital trust and the responsible use of artificial intelligence, with UN support.

### Sustainable Transport and Regional Connectivity

Sustainable development and international transport cooperation remain key priorities for Turkmenistan, which has sought to strengthen its role as a hub of international transport diplomacy.

Following the adoption of the UN resolution on the **Decade of Sustainable Transport 2026–2035**, Turkmenistan will continue efforts to develop a **Global Atlas of Sustainable Transport Connectivity** as an analytical and information tool to monitor progress towards the Decade’s objectives.

The country will also continue participating in the implementation of the **Awaza Programme of Action for 2024–2034** and the Awaza Political Declaration.

Among the new proposals is consideration of an **International Centre for Sustainable Trade Logistics and Customs Cooperation** in Turkmenistan under UN auspices.

Turkmenistan will also propose the creation of a **transregional transport corridor connecting South and Central Asia with Europe via the Caspian Sea**, aimed at expanding trade routes, improving connectivity and strengthening economic cooperation between the regions.

### Climate Action and Energy Security

Environmental protection, climate change and the sustainable use of energy resources will remain prominent elements of Turkmenistan’s cooperation with the UN.

Turkmenistan plans to propose the establishment of the **Ashgabat Climate Dialogue**, envisioned as a multilateral platform for strengthening international cooperation and advancing climate-related initiatives.

The country will also advocate measures to enhance the climate resilience of regions particularly vulnerable to **drought and water scarcity**.

In the energy sector, consultations are expected to support preparations for the high-level forum **“Stable Energy for All”**, aimed at advancing the objectives of the UN resolution on the key role of reliable and stable energy connectivity in sustainable development.

### Women and Youth in Peacebuilding

Humanitarian cooperation and the greater participation of women and young people in international affairs will also feature prominently in Turkmenistan’s agenda.

The country plans to further develop the **Dialogue of Women of Central Asia** and expand cooperation with the UN Peacebuilding Commission and UN Women within the framework of the **Women, Peace and Security** agenda.

Turkmenistan will likewise continue promoting the participation of young people in peacebuilding and international cooperation through the **Central Asian Youth Dialogue** and the broader **Youth, Peace and Security** agenda.

### Strengthening International Law

Strengthening international law remains another important pillar of Turkmenistan’s foreign policy.

The country has proposed declaring **2028 the Year of International Law**, an initiative intended to reaffirm the importance of the UN Charter and international legal norms governing relations among states.

As part of preparations for the proposed year, Turkmenistan plans to advocate an international forum focusing on the relationship between **international law, disarmament, neutrality, preventive diplomacy and sustainable development**.

### Expanding Turkmenistan’s Role in the UN

Turkmenistan will continue its work as a member of the **UN Economic and Social Council (ECOSOC) for the 2026–2028 term**, while remaining actively engaged with other UN bodies, commissions and structures.

Preparatory efforts are also underway for Turkmenistan’s nomination during the 81st UN General Assembly session for election to the **UN Security Council for the 2031–2032 term**, alongside nominations to other elected UN bodies.

### A Continued Commitment to Neutrality and Cooperation

Turkmenistan’s priorities for the 81st session of the UN General Assembly reflect the country’s continued emphasis on **permanent neutrality, peaceful dialogue, preventive diplomacy, multilateral cooperation and sustainable development**.

Through its proposed initiatives on peace and security, climate resilience, sustainable transport, energy connectivity, artificial intelligence, international law, women and youth, Turkmenistan seeks to strengthen its contribution to global and regional cooperation.

The country maintains that these initiatives are intended to promote mutual understanding, trust and equality among states while supporting collective efforts to address the challenges facing the international community and advance shared goals for present and future generations.
